Tsholofelo Motshwari
Tsholofelo Motshwari is a Quantity Surveyor at the Trans-Caledon Tunnel Authority (“TCTA”) and has worked on a wide range of Capital Infrastructure projects spanning across waste-water treatment works, railway, ports, pipelines, and dams to name a few.
At TCTA she is mainly responsible for ensuring compliance with contractual obligations, as well as legislative and regulatory framework such as the Public Finance Management Act (“PFMA”) and the Preferential Procurement Policy Framework Act (“PPPFA”) respectively.
In a technical paper which she co-authored and published, Tsholofelo evaluated shortcomings of SMMEs in Public Private Partnerships- a tool which the government utilizes as a transformation vehicle for Socio-Economic Development of SMMEs. The study focused on the impact of the mandatory inclusion of black-owned SMMEs on project delivery and explored mitigating measures that can be adopted to alleviate the identified shortcomings. The paper was awarded the “Best BBBEE Transformational Themed Paper” at the 7th annual SACQP Conference.
She currently serves as a Member of the Employment Equity & Skills Development Committee, mandated with implementing transformative measures to redress the disadvantages in employment experienced by designated groups, to ensure their equitable representation in all occupational categories and levels in her organisation.
Since 2018, Tsholofelo has been a part of an organization called Fun Learning for Youth (FLY), a non-profit and public benefit organisation made up of young professionals committed to playing a meaningful role through volunteering their time and skills to transfer knowledge to young learners in Alexandre, JHB and Langa, CT.
The abovementioned roles have equipped her with the necessary analytical and problem-solving skills which have empowered her to identify and address socio-economic matters faced by the disadvantaged communities, particularly in higher education institutions providing her a platform for meaningful contribution in mitigating and resolving such matters.
