Programme and Project Management

To enhance the development knowledge and skills of Project Managers in all departments of the public sector. The course has been designed to facilitate actual project development of existing public sector projects and to facilitate and support Project Managers in their professional careers in the public sector.

Target audience

The target audience for this course are the current and future project managers in both the public and development sectors.

Outcomes

Upon successful completion of the course, participants should be able to:

  1. Demonstrate competence in the use of a range of project management instruments and techniques, performance in a variety of development contexts.
  2. Demonstrate an applied understanding of strategic and operational frameworks in project management, and be able to present and facilitate.

Module 1: APPROACHES TO PROGRAMME AND PROJECT MANAGEMENT

Programme and project management in the international context; Project management process

Module 2: POLICY MANAGEMENT, INSTITUTIONAL ARRANGEMENTS AND PROJECT MANAGEMENT

Policy management and institutional development; Policy analysis, process facilitation and management arrangements; Organisation and management

Module 3: FINANCIAL ASPECTS OF PROJECT MANAGEMENT

Financial management; Mobilisation of funding and multi-year budgeting; Financial responsibilities of project manager

Module 4: INFORMATION AND COMMUNICATION

Introduction to information technology and information management; IT policy and its applications

Module 5: LEADERSHIP, MANAGEMENT AND DEVELOPMENT FACILITATION

Leadership, strategic management and management

Module 6: PROJECT MANAGEMENT AND ENVIRONMENTAL IMPACT ASSESSMENT

An introduction to environmental considerations; Sustainable development and international trends

Module 7: FINANCIAL INVESTMENT AND PUBLIC/PRIVATE AND COMMUNITY PARTNERSHIPS

Financial management and programme arrangements for project financing; Public, private and development financing instruments and policies

Module 8: LEGAL DIMENSIONS TO PROJECT MANAGEMENT

Contractual agreements; The Project Description and Terms of Reference; Legal dimensions to project management

Module 9: PROJECT MONITORING, EVALUATION AND CASE STUDY DEVELOPMENT

Project management, monitoring and evaluation; Evaluations techniques and management

Case development of actual projects by participants; Learning group work with specialists available

Module 10: CASE DEVELOPMENT

Applied project in the form of case development and presentation and has as its objective the application of theoretical frameworks to actual projects.
