Description:

CLEAR is a new donor funded Centre and in order to achieve its contractual obligations professional administrative systems and support for the Programme must be established, implemented and adapted as required.

 

The CLEAR Centre seeks applications for the position of:

Programme Management Officer

 

Requirements:

Matric/Degree/Diploma. A Masters degree/Postgraduate Diploma in Management in the field of Business Administration would be an advantage. 3-5 years as a senior manager involved in financial, administrative and personnel (including supervisory) management.  A high level of computer literacy including Advanced Excel, flow chart and organogram design and a proficiency in Power Point.

 

Key Functions:  

To plan and implement the administration of the financial, governance structures, donor funded contracts, personnel management and general administration components.

 

Responsibility for ensuring that the Centre’s financial systems and requirements are in place and that processes are adhered to within University and donor contract regulations.  He/she will be expected to, inter alia, manage the budget process and draw up financial income and expenditure statements for reporting purposes in alignment with deadlines.

 

The incumbent will be the custodian of rules and procedures and have oversight of the functioning of governance structures.

 

In addition the incumbent must be familiar with and manage the overall administration of varying types of

Contracts entered into between the Centre and, for example, donors, partnership contracts in other African countries, consultants, and trainers.

 

The incumbent is responsible for overall personnel management of the Centre, including supervision and mentoring of other administrative staff.

CLEAR is donor funded and annual contract renewal is dependent on performance and deliverables and donor funding.
