Certificate in Advanced Governance & Public Leadership

The Legislatures’ Capacity Building Programme is a unique professional training and development programme sponsored by the South African Legislative Sector under the leadership of the Speakers’ Forum. It is an action learning programme for elected political representatives with assessments related to the daily work and challenges. The programme is developed and delivered in association with the Public Administration Leadership and Management Academy (PALAMA).  It builds on an a previously delivered NQF level 5 programme accredited by the  University of South Africa (UNISA) that has been rolled out to over 300 Members of Legislatures and Parliament.

The Advanced Governance and Public Leadership course is designed as a bridge from the initial certificate to possible entry onto the Postgraduate Diploma in Management in the field of Governance and Public Leadership at NQF level 8, which will be offered for the first time in 2013.

 The course will be offered in 2012 to 150 Legislators from across the country. It is also envisaged that a similar programme will be rolled out to other relevant elected officials and public representatives.

The aim of the course is to:

  • Enhance the strategic and ethical role of public leaders in representing the people and ensuring that government and state institutions meet their developmental mandates
  • Advance the professional capabilities of public leaders

The outcomes of the course are:

  • Lead discussion, collect information, analyse problems, make judgments, and communicate
  • Use appropriate oversight strategies and tools to monitor and evaluate the implementation of government’s priorities, plans and programmes
  • Understand the development of policy and strategy in the context of markets, the economy, and state intervention
  • Apply appropriate oversight measures to ensure financial prudence and accountability in government institutions
  • Provide leadership and oversight

Course content.

The certificate is structured across four modules which can be completed in any order.

1.            Managing delivery, programmes and projects (12 credits)

This module empowers participants to understand and manage public sector operations for service delivery. It also enables learners to initiate, manage and conduct oversight on programmes and projects for effective and efficient public policy implementation.

2.            Oversight, monitoring and evaluation (12 credits)

The overall purpose of the module is to enable participants to apply knowledge and tools of monitoring and evaluation for effective oversight over government. In particular, this module promotes the understanding of the Sector Oversight Model, government’s outcomes approach, performance and evaluation management.

3.         Financial oversight and accountability (12 credits)

This module promotes financial accountability and fiscal prudence in utilization of state resources. It ensures that legislatures apply appropriate oversight measures in relation to public financial planning and management.

4.            Policy, politics and power (12 credits)

This module looks at the political economy environment of public policy. It takes as a foundational premise the concept that policy is the outcome of the complex, multi-layered political process of strategy and contestation. It provides learners with knowledge, skills and applied competence in strategic governance, policy formulation and implementation for effective oversight.
